Deepening supply-side structural reform and promoting high-quality development of the manufacturing sector
Hebei will press ahead with efforts to cut excess capacity in key sectors. It is expected that the steel production capacity will be cut by 14 million metric tons in 2019, coal by 10 million tons, cement by 1 million tons, coke by 3 million tons, plate glass by 6.6 million weight cases, and thermal power by 500,000 kilowatts.
The province will accelerate the transformation and upgrading of its traditional industries by developing intelligent manufacturing and establishing industrial internet platforms.
The development of strategic emerging industries in Hebei, such as information technology, artificial intelligence and intelligent equipment, will be boosted. Construction of 30 demonstration bases for strategic emerging industries, including one for the Beijing-Tianjin-Hebei region's big data industry, and a life health one in Beidaihe, will also be accelerated.
Actions will be taken to promote the integrated development of the province's advanced manufacturing and modern services industries, including establishing an industrial design industry cluster district, and speeding up the commercial use of 5G.
Boosting domestic demand and maintaining steady economic growth
Hebei will strengthen investment in key areas of infrastructure, ecological environmental protection, and new types of urbanization. Construction of 400 provincial and 3,000 city-level projects, with total investment of about 700 billion yuan, will be advanced.
The province will accelerate the development of service sectors in education, elderly care, medical care, culture and exhibitions to expand consumer demands. It will also promote the integrated development of the culture and tourism industries and speed up the establishment of a national model province for all-for-one tourism. It is expected that the total income of the province's tourism industry in 2019 will exceed 900 billion yuan.
Hebei will also continue to strengthen its real economy. It will implement a tax reduction and exemption policy for small and micro businesses and technology-based start-up enterprises, reduce energy and logistics costs, and clean up various additional charges. It is hoped that the cost of the real economy will be reduced by 30 billion yuan by the end of 2019.
Implementing an innovation-driven development strategy
Hebei will increase its spending on research and development (R&D) in 2019, with the share of R&D in the GDP rising to 1.56 percent.
More innovation subjects will be cultivated in the province. It is expected that by the end of 2019, there will be more than 1,800 new State-level high-tech enterprises and over 10,000 technology-based small and medium-sized enterprises in the province. The number of innovation platforms at or above provincial level will surpass 1,670.
Collaborative and regional innovation will be advanced in the province. Hebei will introduce more innovative resources from Beijing and Tianjin, and form a cooperation model of "R&D by Beijing and Tianjin, and transformation and manufacturing by Hebei". It is hoped that the province's volume of transaction of technology contracts in 2019 will exceed 53 billion yuan.
Hebei will continue to implement the plan to double the number of incubators and maker-spaces for high-tech enterprises. It is expected that the province will establish 110 new incubators and maker-spaces at or above provincial level this year to promote the rapid growth of patent applications.
