C. Construct modern service industrial clusters

Focusing on trade logistics, information services, modern finance, business exhibitions, marine services and cultural services, the region plans to push forward the concentrated development of modern service industries in Nanning and Haikou. Guangxi's capital city, Nanning, will take its function as a major logistic hub to a higher level, and Qinzhou, Fangchenggang, Zhanjiang, Yulin and Maoming will be built into comprehensive business logistics bases. To stimulate innovation of regional financial reform, cross-border financial services in Nanning and Zhanjiang will be upgraded, and the pilot program for offshore finance in Hainan will be completed.

The region will also set up an overall convention and exhibition system centering on Nanning and Haikou, and strengthen the brand effect of some renowned exhibitions such as the China-ASEAN (Association of Southeast Asian Nations) Expo. Moreover, development of big health industries in the region will be accelerated in an effort to build a healthcare base with coastal characteristics.

D. Promote processing clusters for characteristic agricultural and marine products

Following the direction of creating the brand of Beibu Gulf Green and Healthy Food, the region will popularize advanced equipment and techniques, and promote the integrative development of food processing, with the aim of setting up an ecological agricultural industrial cluster. It will promote the growth of leading enterprises in agricultural industrialization, and establish a complete industrial chain of marine industry and modern agriculture, in order to foster the fusion development of primary, secondary and tertiary industries.

To promote the transformation and upgrading of the tourism industry, the region plans to accelerate the development of diversified business types and models such as leisure vacation, ecological tourism, border tourism, ethnic customs, health maintenance and rural tourism, providing high-quality tourism services to international travelers. China aims to speed up the construction of Hainan International Tourism Island, and the National Beihai Silver Beach Scenic Spot, as well as the development of cross-border tourism corporation zones such as Dongxing-Mong Cai, Detian-Detian-Ban Gioc, in order to establish a cooperative and coordinated tourism development pattern of large, medium and small cities.

Boasting rich ethnic cultural resources, including Luoyue, Zhuang, Li, Miao, and Baiyue, the region aims to improve the transport connections of Nanning, Beihai, Chongzuo, Zhanjiang and Haikou, and develop characteristic tourist routes connecting these cities. Tourism resources in coastal cities will be integrated, as they have been on Hainan Island. The country will promote visa waiver and landing visa policies for specific countries and regions in several key cities, in order to contribute to the development of the region's tourism industry.

F. Push for expansion of the military-civilian integration industry

In accordance with the guidance of military and civilian integration, co-ordination of land and sea, resource sharing and agglomeration development, the region will build Beidou Satellite Navigation Technological Industrial Park, and supporting bases for the aerospace industry in Haikou, Zhanjiang and Maoming, in order to push forward the industrialization of the core components for satellite navigation. The region will establish a military-civilian integration public service platform to boost construction of innovation incubators and industrial parks to promote the resource sharing and technical transformation of military and civilian sectors.
