According to the Beibu Gulf Urban Agglomeration Development Plan (2017-20), the region will build a modern, environmentally friendly industrial system. 

The Beibu Gulf Urban Agglomeration will stick to green and characteristic development, make full use of its superior resources to emphasize its industrial strengths, and continue with overall opening-up to better serve its industrial development. At the same time, it will promote the transformation of traditional industries, strive to develop the marine economy, and foster new drivers of growth. Several major industrial clusters with distinct characteristics and advantages are expected to be cultivated, and a series of new industrial demonstration bases will be constructed in the region, both of which will further consolidate the industrial foundation for the development of the city cluster.

1. Foster green industrial clusters

A. Promote the green transformation of key harbor industries

Relying on port areas such as Qinzhou, Fangchenggang, Tieshan, Zhanjiang, Maoming and Yangpu, and key industrial parks, the region will push forward the green transformation and upgrading of traditional industries, and build a green manufacturing system, with the aim of realizing the integrated development of green products, green factories, green industrial parks, and green supply chains, in order to set up an ecological industrial cluster with great influence across the country.

Refining-chemical integration projects, and medium and high-end petrochemical products will be promoted in the region, in an effort to improve the layout of the industrial chain and form a strongly competitive petrochemical industrial cluster. Moreover, green transformation of energy bases in Beihai, Qinzhou, Fangchenggang, Danzhou (Yangpu), Dongfang and Yangjiang will be carried out. The region will promote the transformation of the metallurgical industry, and cultivate an intensive processing industrial cluster led by Baosteel’s Zhanjiang steel base.

B. Cultivate new emerging industrial clusters

Supported by advantages in land and sea resources, the region will construct a series of innovation-type parks, marine characteristic industrial parks, industrial bases for strategic emerging industries, publishing, and radio and television industries, and foster emerging industrial clusters such as electronic information, high-end equipment, marine industries, new energy, biology, and geographic information.

An electronic information industrial cluster will be set up around Nanning and Haikou high-tech industrial parks, and Beihai Industrial Park. At the same time, the heavy machinery, shipbuilding and petrochemical equipment manufacturing industries will be centralized to port areas, in order to create a high-end equipment manufacturing base.

Moreover, the region will accelerate the construction of Zhanjiang National Marine High-tech Industrial Base and Beihai Marine Industrial Technology Park, along with new energy bases in Beihai, Fangchenggang, Qinzhou and Yangjiang. Depending on Nanning National High-tech Biological Industrial Base and the National South China Breeding and Seed Production Base, the region is expected to speed up the development of bio-industries, like biological medicine and bio-manufacturing.
