Heilongjiang province will fully implement five facilitation measures issued by the National Immigration Administration.
The measures mean that mainland residents can apply for changing or reissuing immigration documents in different cities across China, and mainland inhabitants can apply as groups for tourist visas to visit Hong Kong, Macao and Taiwan. Meanwhile, the time needed to handle all entry and exit certificates will be shortened to within seven workdays, providing greater convenience for foreign personnel with emergency needs. Besides, online declaration of border inspection procedures for international navigation ships will be implemented.
In recent years, the number of entry and exit certificates processed for residents in the province has been increasing steadily, reaching a historical high in the past two years and recently settling at a constant 1.9 million. In 2017, the number of residents from Heilongjiang that visited Hong Kong, Macao and Taiwan reached 2.34 million, and more than 90 percent of them were travelling by group tourism. Therefore, the implementation of the five immigration and exit facilitation measures will benefit the majority of exit and entry applicants at home and abroad.
