Tianjin Binhai High-Tech Industrial Development Area was approved and established in 1988 by the Tianjin CPC Committee and Municipal Government. In 1991, it was among the first batch of high-tech industrial development zones approved by the State Council. In 2006, the core area of Binhai Science and Technology Park became the first national hi-tech zone co-built by Ministry of Science and Technology and Tianjin Municipal Government. Tianjin Binhai Hi-Tech Industrial Development Area became one of the pilot innovative science and technology parks under the Ministry of Science and Technology in 2009. The overall planning core area exceeds 300 square kilometers and consists of four core areas: Huayuan Science and Technology Park, Future Technology City · Southern District, Future Science and Technology City · Northern District and Ocean Science and Technology Park.
The overall strategic positioning of Tianjin Binhai High-Tech Industrial Development Area is to create and lead the development trend of high-tech industries through the high concentration of global innovation elements, and the establishment and improvement of international innovation environment and innovation networks. The area aims to lead and support the development trend of Binhai New Area.
The proportion of employees in science and technology industries has achieved steady growth. The area has 392 technology enterprises whose value exceeds 100 million yuan. There are 825 high-tech enterprises and 49 New Third Board companies. The area has Toutiao and other unicorn enterprises, as well as 54 gazelle companies. Currently, the number of high-tech enterprises and listed companies accounts for a quarter of the total companies in Tianjin. There overall quality of innovation has also been greatly improved.
In 2016, the area actively promoted the major innovation platform and large integration strategy. Major projects such as the headquarters of ICONIQ Motors and ECPG International Film Studios have successfully settled in the area. 20 projects of Tianjin Binhai Internet Industry Park all settled with a total investment of about 6.6 billion yuan. Tianjin National Biomedical Innovation Park also attracted ten major projects with a total investment of 2.2 billion yuan and these projects will generate an annual output value of 20 billion yuan. The GDP of the entire area exceeded 150 billion yuan and the general budget revenue hit the 10 billion mark for the first time.
