Shenzhen to ban repeated road excavation

The Shenzhen government will establish a long-term management mechanism of road excavation through 14 measures, according to a plan released by the Shenzhen transport bureau seeking public suggestions.

The repetitive excavations of the city's urban roads drew widespread concern at the annual session of the legislature earlier this year.

Eighteen lawmakers made a proposal at the session for the city government to handle the problem.

The plan, worked out by 20 related government agencies, bans the excavation of roads within five years of their being put into use following initial construction or expansion.

Excavation, in principle, is not allowed for overhauls of roads within three years of their being put into use.

The plan requires construction companies to report their digging projects to the transport bureaus annually before they are approved.

Companies will be blacklisted in the credit system for unlicensed digging.

To avoid wasting resources with repetitive digging, the transport bureau will work out annual plans to coordinate excavation projects.

To overcome information silos, the city will establish a road-related project information-sharing platform, through which different construction units will be made aware of the schedules and progress of the projects.
