Hainan province plans to invest a total of 53 billion yuan ($7.67 billion) in the power sector from 2019 to 2021, according to a related press conference held in Haikou on May 29.
The amount of investment for power grids will be 20.9 billion yuan and that for power supply will be 32.1 billion yuan.
To accelerate the upgrading of smart urban and rural power grids, Hainan's Party committee and people's government compiled and released a scheme with China Southern Power Grid Company at the end of March.
Its target is to build a safe, reliable, green, and efficient provincial smart grid by 2021 and develop Hainan into a comprehensive demonstration province in smart grids by 2025. The provincial electricity business environment is expected to reach global first class level by 2030.

The smart grid system covers nine aspects, such as electricity generation, power transmission and transformation, power distribution, power utilization, smart energy, technical support, a communication network, and a dispatching control system.
Yan Rencai, deputy director of the Development and Reform Commission of Hainan Province, said that building a smart power grid will promote Hainan's energy transformation, support the construction of a national ecological civilization pilot zone, and facilitate development with high standards and quality.
