The Exit-Entry Administration of the Shenyang Municipal Public Security Bureau announced on May 21 that it will grant visas to international students who plan to start businesses in Shenyang, capital of Northeast China's Liaoning province.
It is one of a series of policies jointly launched by the Exit-Entry Administration of the Shenyang Municipal Public Security Bureau, the administration committee of the Shenyang section of the Liaoning (Pilot) Free Trade Zone, and the Shenyang Industrial Transformation Promotion Center. It aims to attract overseas talent to Shenyang and improve the city's international business environment.
International students who want to start a business in Shenyang can apply for a business visa with a university diploma, business plan, and certification materials issued by the administration committee of the Shenyang section of the Liaoning (Pilot) Free Trade Zone.
A total of 83 international students have already obtained a visa for starting a business in Shenyang, including people from Russia, Pakistan, Ghana, Zambia, Kenya, Sudan, and Nigeria.
Additionally, Shenyang authorities plan to open a green channel for high-end overseas talents in need of a resident permit. They will issue a residence permit within 5 working days, as opposed to the regular 15 working days. Resident permits will also be granted to immediate family members who wish to live in Shenyang to be near family.
For overseas talents invited to attend important events, meetings, or projects in China and who don't have enough time to apply for a Chinese visa at their local consulate, the Shenyang Exit-Entry Administration will grant port visas allowing them to apply for a visa at the entry port via Chinese central or provincial authorities.
Shenyang also established five service stations targeted at foreigners working in Shenyang, 11 stations for international students, and 38 stations for overseas talents living in the city.
