Preferential perks expanded for entrepreneurial talent

Innovative entrepreneurial personnel in Zhuhai will be granted Talent Cards entitling preferential treatment in 25 public services such as permanent residence, children's schooling, housing, medical treatment, and more. 

The Implementation Methods of Zhuhai Talent Cards (Trial) was approved at an executive meeting of the municipal government on May 23. It is purposed to better cater to the talent needs and optimize the city's business environment.

The new policy is applicable to top-notch, high-caliber Hong Kong and Macao outstanding youth and high-grade foreign talents as well as those urgently needed in key industries, according to Lao Zhiwei, director of the municipal Human Resources & Social Security Bureau.

Selected high-caliber foreign talents fitting the Evaluation Criteria for Foreigners Employed in China (Category A) and holding the Foreigner's Work Permit in China are eligible for the Zhuhai Talent Card A. Their spouses, minor children, and parents can apply for secondary cards and enjoy some of the privileges.

The Zhuhai Talent Card B will be given to Chinese personnel listed in the Zhuhai Talent Classified Catalogue, high-grade foreign talents meeting other corresponding conditions, and those working in administrative departments or filed in district plans or projects involving key talents.

The preferential treatment can be extended to a wide scope of areas including business registration, tax payments, residence and exit-entry, finance, intellectual property, and public culture, and may vary between A and B cardholders.

The validity period of the cards is not longer than that of the labor contract and not to exceed five years for first-time applicants. Those holding a Guangdong Superior Talent Card A or B will qualify for the privileges under the corresponding Zhuhai Talent Card.
