The State Council released a circular, commending regional governments on fully carrying out a slew of momentous policies and measures, in a bid to improve the national incentive mechanism, encourage the active role of both central and regional authorities, and build a favorable environment for development.
Based on major inspections carried out by the State Council and departments concerned, the circular pledges policy and fund support to 24 provisional regions, 80 cities, and 120 counties for their active response and implementation of national policies in poverty alleviation, administration streamlining, innovation-driven development, expansion of domestic consumption, among others.
The year 2019 marks the 70th anniversary of the founding of the People’s Republic of China, as well as a pivotal year in concluding the construction of a moderately prosperous society.
Authorities across the board should stick to steady administrative performance, up-to-date development philosophies, high-quality development, and supply-side restructuring, the circular said.
Steady development, reform, restructuring, people's welfare, precautions against risks, and employment, among others, should stay high on the agenda of all governments, to keep economic growth within a reasonable range.
Additionally, the circular said that formalities and bureaucracy should not hinder the implementation of policies of the Party and the government.
