The State Council issued a circular regulating the recycling activities of scrap vehicles, which will go into effect on June 1, 2019, and override any previous measures for vehicle recycling.
The circular, targeting vehicles that should be scrapped according to the Law of the People's Republic of China on Road Traffic Safety, is aimed at protecting the environment, boosting development of the recycling economy, and ensuring safe transportation.
Enterprises providing recycling of scrap vehicles are subject to procedures to authenticate their qualification. And vehicle makers are encouraged to provide recycling services.
Recycled scrap vehicles should be reported to the police if suspected to be involved in any crimes.
Recycled scrap vehicles should be dismantled as stipulated. Large coaches, vans, and school buses should be disassembled under the supervision of public security agencies.
Engines, steering wheels, transmissions, front and rear axles, and frames suitable for remanufacturing can be sold to qualified enterprises in accordance with related regulations.
Related State Council departments should establish an information system to track down recycled scrap vehicles. Additionally, departments and public security organs responsible for recycling scrap vehicles should engage in information sharing via e-government platforms, the circular said.
