The second session of the 15th Baotou People's Congress was held in the city, which serves as the industrial center of Inner Mongolia autonomous region, on Jan 21, 2019. Zhao Jiangtao, Baotou mayor, delivered a government work report at the congress highlighting some of the government's most important achievements over the past year, and setting out plans and objectives for the future.

The following are a selection of major statistics from the government work report:
2018 achievements
Annual GDP growth rate: 6.8 percent
Total retail sales growth of consumer goods: 6.5 percent
General public budget revenue growth: 6.2 percent
Per capita annual incomes of urban and rural residents: 47,407 yuan ($7,046.5) and 17,435yuan, a year-on-year increase of 7.2 percent and 9.7 percent
Added value growth of industrial enterprises above designated size: 11 percent, among which 20 percent was contributed by strategic emerging industry
Profit growth of industrial enterprises above designated size: 29.3 percent
Domestic investment capital attracted (outside the autonomous region): 22.5 billion yuan – the highest in the region
Total volume of foreign trade: 16.78 billion yuan, an increase of 24.5 percent year on year
High-tech enterprises' output value: up by 30 percent
Annual tourism revenues: 57.6 billion yuan, up by 14.7 percent year on year
Annual grain output: 1.1 million tons
Proportion of days with air quality reaching standard criteria: 80.7 percent, increasing by 3.4 percentage points compared with last year
Newly-added market entities: 32,761
Newly-added urban employment population: 43,100
Urban registered unemployment rate: controlled within 3.86 percent
