China International Engineering Consulting Corporation (CIECC)

China International Engineering Consulting Corporation (CIECC), a centrally affiliated enterprise under the management of the State-owned Assets Supervision and Administration Commission of the State Council, is the largest comprehensive engineering consulting company in China and a major consulting service provider for the scientific decision-making for the investment and construction projects initiated by the central government. It has a registered capital of 1.2 billion yuan ($188 million).

CIECC has its business presence in most sectors of the economy. It holds Class-A certificates for engineering consulting, construction supervision, project tendering, and project cost estimation; and is certified to ISO14000 and OHSAS18000. It has a complete quality management system that covers its entire business structure. It is registered with a number of international financial organizations such as the World Bank and the Asian Development Bank.

Since its establishment in 1982, CIECC has been playing an important role in the decision-making and implementation process of the central government for major construction projects and provided a large amount of consulting service to local governments, enterprises, and various other customers. Consulting projects completed by the company include the West-to-East Gas Transmission, West-to-East Power Transmission, South-to-North Water Diversion, Farmland-to-Forest Conversion, the Beijing- Shanghai high-speed railway, the relocation of Shougang Group, the construction of Olympic venues, million-ton ethylene projects, 10-million-ton oil refining projects, mega-kilowatt ultra-supercritical power plants, large aircraft projects, manned space missions, the lunar exploration project, 10 major industrial restructuring and reinvigorating projects, the development of strategic emerging industries, national ecological protection and improvement, the Belt and Road Initiative and relevant connectivity projects, and so on. These are all projects highly relevant to national development and people’s well-being and they showcase the comprehensive strength of China. By participating in them, CIECC has made great contribution to the economic development and social progress in China.

After more than 30 years of unremitting efforts, CIECC has accumulated rich experience, created its own brand, formed a business chain that covers the whole process of an investment project, established its own theories, methodology, and service system of consulting and evaluation, provided support to the formulation of national technical standards, trained a team of high-caliber talents, gathered tens of thousands of influential experts in all industries, formed competitive edges in engineering technologies and in many different industries on the macro level, actively conducted cross-industrial, inter-departmental, interdisciplinary, and cross-sectoral research, and created its own fields of specialty in relevant research work.

In the face of a new situation and in a period with both opportunities and challenges, CIECC has kept abreast with the times, sped up its transformation and upgrading, and proposed the “12445” strategy which means to center on the one strategic goal of building itself into a high-end think tank with Chinese characteristics and having domestic authority and international influence, adhere to reform and innovation as the two- wheel drive forces, strive to build four support platforms, follow the path of four modernizations synergy, and consolidate and improve its five pillar businesses, so as to further open up “four spaces” and achieve sustainable development of the company.

Bearing in mind its strategic goal, CIECC has actively pooled internal and external resources and strongly promoted the four transformations (from focusing solely on government projects to dual focus on government and non-government projects, from focusing solely on projects on the central level to dual focus on projects on both central and local levels, from focusing solely on domestic projects to dual focus on domestic and foreign projects, and from focusing on the early stage of a project to focusing on the whole life cycle), with an aim to form a chain of its consulting services, achieve full coverage, and attain new breakthroughs in its overall business structure.
