Dalian customs improves trading environment

Recently, Dalian customs launched 18 new targeted measures in four directions for a better business environment, covering "speeding up customs clearance, optimizing supervision, simplifying approval procedures, and improving services".

In regards to speeding up customs clearance, Dalian customs determines to fully promote the mode of "declaration in advance, examination and clearance on delivery" for imported goods, which means enterprises are encouraged to offer the declaration to the customs in advance thus allowing customs to handle the examination at once after the arrival of goods. Besides, it will increase the proportion of machine inspection for inbound and outbound containers, cargoes loaded by vehicles, thereby reducing the proportion of manual unpacking inspection to save more time, as well as realize paperless customs clearance to further shorten time. Additionally, open a green channel for imported fresh agricultural products through the faster customs clearance.

Speaking of optimizing supervision, Dalian customs will focus on promoting the transformation and upgrading of Dalian Dayao Bay Bonded Port Area and Dalian Export Processing Zone, so that the two evolve into processing and manufacturing center and logistics distribution center with global influence and competitiveness. It would also improve the business environment for foreign trade and maintain a fair and sound economic order, and at the same time strengthen the efforts in customs protection of intellectual property rights. Furthermore, Dalian customs will also set about to establish a third-party evaluation mechanism so as to continuously optimize measures.

As far as simplifying approval procedures, Dalian customs will further simplify the registration procedures for some enterprises, sharing information with industry and commerce department as well as other relevant departments, to reduce the repeated examinations.

In regards to improving services, at last, the customs will provide enterprises with the latest customs policies, import and export trade statistics, national laws and regulations, as well as risk warning information. Meanwhile, services such as consultation and complaint, customs clearance coordination, customs clearance appointment, and complaint reporting, are also available. For enterprises that are required to go through customs clearance procedures beyond the normal office hours, they could apply for an appointment online or through 12360, and the customs will provide round-the-clock service of customs clearance as appointed.
