New departments improve efficiency of Shenyang Customs

A total of four special customs departments were established by local authorities in Shenyang, Liaoning province on April 2.

The new departments are based, respectively, in the city's Shenhe district, Tiexi district, Hunnan district, and Liaozhong district. Each department will be dedicated to a different customs task.

The new customs departments will be officially affiliated with Shenyang Customs –– a provincial-level department responsible for clearing commercial import and export consignments in Liaoning province.

The new departments will be tasked mainly with carrying out customs duties for the city of Shenyang.

The Shenyang post customs in Shenhe district will mainly be responsible for the customs supervision of the Shenyang International Mail Exchange Bureau, imports and exports of the Liaoning Post Express International Express Mail Supervision Center, and customs clearance of inbound and outbound vehicles, personnel, imports, exports, and articles of the Shenyang Railway International Train Customs Supervision Point.

The Tiexi district customs department is a comprehensive customs department responsible for the inspection and logistics supervision of import- export enterprises located in Tiexi and Yuhong districts. It is also responsible for the on-site inspection of imported goods and supervision services for export declaration.

The Hunnan district customs department will be responsible for tax reductions and exemptions, and processing trade in areas under the jurisdiction of Shenyang Customs. It will also be responsible for the registration, filing, review, and certification of general and special qualifications of Shenyang enterprises (with the exception of special customs supervision areas), and will focus particularly on inspecting Shenyang enterprises.

In accordance with management authorities, the Liaozhong district customs department is responsible for the registration, filing, evaluation, and certification of general and special qualifications of enterprises located within the special supervision area of Shenyang Customs. It is also responsible for inspections and logistics supervision in Shenyang, as well as examining the destinations of imported goods and supervising export declaration.

The four new customs departments are expected to cut clearance times, improve efficiency, and reduce costs for local businesses.
