Hainan on path to attracting more talents, businesses

Attracting talents and improving the business environment have been the focus of Hainan province, and it will step up efforts to introduce excellent talents and enterprises from home and abroad, said Fu Xuanchao, director of the provincial development and reform commission, on Friday.

Last year, Hainan issued a strategy of introducing 1 million talents to Hainan. To realize the strategy, it carried out supporting measures to attract the talents, covering housing, children education, spouse employment, medical insurance, and car purchase. Up till now, Hainan has recruited a total of 42,000 talents of all types, said Fu, who is also a deputy to the 13th National People's Congress.

At the meantime, Hainan is also actively fostering industries, introducing projects and building industrial parks where the talents can display their abilities and realize their dreams, he said.

"In order to build a business environment with internationalization, legalization and convenience, taking the World Bank as a model, we issued an action plan of 40 measurements, covering aspects such as supporting business startups, construction permit attainment, utilities and loans. Ever since April 13 last year, 65,000 new market entities entered Hainan, up 33 percent on a year-on-year basis, and 27 of the world's top 500 companies landed in Hainan," said Fu.

According to Fu, renowned enterprises such as Ernst & Young, PricewaterhouseCoopers, Sinopec Group, Alibaba Group Holding Ltd and Tencent Inc set up regional headquarters in Hainan, and UK travel agent Thomas Cook established its first Sino-foreign joint venture travel agency in Sanya, Hainan province.

"Last year, foreign capital introduced to Hainan surged by 112.7 percent. We are attracting outstanding enterprises from home and abroad to this place," he said.
