Measures to promote transport development in Greater Bay Area

2. To develop a world-class airport cluster. According to the development plan, measures will be taken to consolidate and enhance Hong Kong's position as an international aviation hub, and strengthen its role as an aviation management and training center.

The plan supports the construction of a third runway at the Hong Kong International Airport, the reconstruction and expansion of Macau International Airport, Guangzhou Baiyun International Airport and Shenzhen Bao'an International Airport. It will also support a feasibility study into the construction of new airports in Guangzhou and other feeder and general aviation airports.

By taking full advantage of Hong Kong's financial and logistics advantages, the plan encourages the Greater Bay Area to develop high value-added freight transport, aircraft leasing and aviation financing. It also supports Macau International Airport developing regional business jet services, and building a general aviation industrial comprehensive demonstration area in Guangzhou and Shenzhen.

3. To ensure the smooth flow of external comprehensive transport corridors. The routes connecting the Greater Bay Area with nearby provinces and regions will be improved. Construction of the Ganzhou-Shenzhen, Guangzhou-Shanwei, Shenzhen-Maoming and Cenxi-Luoding railways will be promoted. The preparation work for projects, including the Guangzhou-Hai'an Railway via Maoming and Zhanjiang as well as the Liuzhou-Zhaoqing Railway, will be taken forward.

The plan also supports the feasibility study into further extending the Guangzhou-Qingyuan Railway, and the extension and renovation of the busy sections of the State highways, including the Shenyang-Haikou (G15) and Beijing-Hong Kong-Macao (G4) expressways.
