Special cooperation platforms are supported to be developed among nine cities of the Pearl River Delta, Hong Kong, and Macao, according to the outline development plan of the Guangdong-Hong Kong-Macao Greater Bay Area. The nine cities will take full use of their respective advantages and jointly build a variety of cooperation parks with Hong Kong and Macao, in a bid to expand scale and scope in economic cooperation for mutually beneficial results.
The construction of Hong Kong-Shenzhen Innovation and Technology Park in Lo Ma Chau Loop and the adjacent Shenzhen Technology and Innovation Park will be supported by creating an international commercial environment conducive to technological innovation.

Jiangmen is encouraged to cooperate with Hong Kong and Macao in building the Greater Guanghai Bay Economic Zone in the areas including finance, tourism, creative culture, e-commerce, marine economy, and vocational education, as well as life and health sciences. The development of the Jiangmen Yinhu Bay Area will be boosted with a focus on energy conservation and the environmental protection industry. In addition, an entrepreneurship and innovation platform for Hong Kong and Macao residents, as well as overseas Chinese, will be built to attract investment and talents.

The cooperation between Zhongshan and Macao will be deepened to expand space for the proper and diversified development of Macao. Dongguan and Hong Kong will cooperate to develop the Dongguan Binghaiwan Bay Area, making it a research and development base of strategic emerging industries by attracting more high-end manufacturing headquarters and focusing on the development of modern services. Nanhai district in Foshan will be pushed in Guangdong-Hong Kong-Macao cooperation in high-end services, where the district will serve as a bridge linking markets, as well as economic factors including talents, information, and technology in Guangdong, Hong Kong, and Macao.
