II. Promote other reforms

Deepen the reform of the District People's Congress, CPPCC institutions and mass organizations.
1. The reform of the District People's Congress will be deepened. The Social Construction Committee of the District People's Congress is established. The relevant special committee is renamed as the Supervision and Judicial Committee of the District People's Congress.

2. The reform of CPPCC institutions will be deepened. The District CPPCC Agriculture and Rural Committee is established.

3. The reform of mass organizations will be deepened. In response to the central and provincial government's requirement to reform mass organizations, we will continue to promote the reform and innovation of mass organizations.

Deepen the reform of the institutions directly affiliated to the District Party Committee and the District Government and the reform of the institutions undertaking administrative functions.　　

We will promote the reform of the institutions undertaking administrative functions, as part of the institutional reform.

After the reform, all institutions undertaking administrative functions, except administrative law enforcement institutions, will be canceled, and no new ones will be established.

Deepen the reform of comprehensive administrative law enforcement

In accordance with the requirements of central, provincial and municipal governments, we will deepen the reform of the administrative law enforcement system, coordinate the allocation of administrative law enforcement functions and law enforcement resources, centralize administrative law enforcement powers, sort out, standardize and streamline law enforcement matters, implement matrix management, and establish a dynamic adjustment mechanism.

Promote grassroots political power construction and the reform of examination and approval services for the convenience of the people

We will promote the reform of examination and approval services and public utility departments for the convenience of the people.

A simple and efficient grassroots management system will be established.
We will deepen the reform of the town-level and street-level comprehensive administrative law enforcement systems and improve the capacity of grassroots supervision and law enforcement.

Strengthen staffing management

We will strengthen the Party's centralized and unified leadership over staffing, coordinate various types of resources needed for staffing and strengthen staffing management.

The establishment of institutions, the appointment of leaders, the types of staff, and the increase of staff shall be within limits.

All out-of-limit institutions and posts set by departments, towns and streets shall be canceled.

In case of violations of laws and disciplines in staffing, investigation and punishment shall be strengthened.
