10. Openness and cooperation
The digital construction of Mandula Port will be positively promoted, the Ordos Comprehensive Bonded Zone will start operating soon, and application will be made for the construction of the Hohhot railway port.

The policies, platforms and mechanisms for inviting outside investment in the area will be unified.
The area will also explore a cooperation model with China’s developed areas in co-building industrial parks, co-managing projects and sharing profits.
