9. Optimizing the commercial environment 

National economic and technological development zones and high-tech industrial development zones in the area will be granted league-level economic management authority within reasonable limits.

General recognition will be actively promoted in the areas of administrative licensing, industrial and commercial registration, fire safety, industrial product inspections, construction engineering inspections, and food and drug inspections.

Feasibility studies will be conducted into unifying construction engineering, environmental, security and energy saving assessments in the area.  

Government administrative service items, approval criteria and online processing will be unified.
