Promoting an innovation-oriented service industry

Comprehensive reform pilot programs will be implemented in various places, including Changsha city, Wuhan Jianghan district, Hengyang city and Jingdezhen city, and the Wuhan Donghu National Independent Innovation Demonstration Zone, to jointly explore and improve the service industry reform mechanism.

By recognizing the leading role of various service industry pilot projects, speeding up the gathering of resources and exploring new formats of services such as online transactions, the region will promote in-depth cooperation in financial industry, logistics industry, tourism industry, and cultural creative industry, and develop a new service industrial cluster with regional characteristics.

Encouraging financial synergistic development

The region will accelerate the financial synergistic development among the Wuhan city circle, the Changsha-Zhuzhou-Xiangtan city group, and the Poyang Lake city group; support Wuhan to carry out financial reform; and vigorously develop science and technology finance, shipping finance, logistics finance, and financial back-office services.

"Resource-efficient and environment-friendly Two-type" societies will be built in Changsha, Zhuzhou and Xiangzhou where ecological economy, circular economy, and green finance will be cultivated. Nanchang and Jiujiang will work together to promote the establishment of copper futures delivery warehouses in Jiangxi.

By supporting the establishment of industrial investment funds, venture capital funds and equity investment funds in the middle reaches of the Yangtze River, the region will build a large-scale investment and financing platform.

Modern insurance service industry will be upgraded as the insurance funds in the middle reaches of the Yangtze River are encouraged to get involved in the construction of Yangtze River middle reaches city cluster under the premise of legal compliance and controllable risks. A financial risk monitoring indicator system and a financial security three-dimensional protection network will be launched.

Developing a modern logistics industry

The city cluster will gear up for a modern logistics service system. It will form a logistics platform and a regional trade center that center relying on various transportation hubs, regional central cities and large-scale commodity distribution centers, and can exert their influences to an international level. A two-hour efficient logistics service circle centered on Wuhan, Changsha and Nanchang will be established by constructing modern logistics infrastructure, speeding up the establishment of a modern logistics service system and promoting the construction of an intelligent logistics networks in urban agglomerations.

It will support qualified cities to create national-level e-commerce demonstration cities, accelerate the construction of modern logistics innovation cities and circulation reform demonstration cities, encourage logistics enterprises to build distribution centers, and carry out network operations.

Jointly building a barrier-free tourist area

A tourist source linkage mechanism for various local attractions along the Yangtze River tourist route will be built, connecting Three Gorges of the Yangtze River, Jingzhou, Changsha, Dongting Lake, Wuhan, Jiujiang, Poyang Lake and Nanchang, as well as various high-quality tourism routes and tourism brands at home and abroad. A distinctive and differentiated tourism product system that includes eco-tourism, cultural tourism, red tourism and water tourism will be formed. It will allow tourist to visit many places with “one-ticket pass”.

Boosting cultural industries

The urban agglomeration culture and scientific and technological resources will be integrated as local governments actively support the development of cultural industries such as radio, film and television, press and publication, design services, advertising conventions and animation games. Industrial clusters of educational software, online games, animation production, mobile games, ceramic production will step up its game in various industrial bases including Wuhan Optics Valley Animation Culture Industrial Base, Hunan Cultural and Creative Industrial Base, Nanchang International Animation Industrial Base, Jingdezhen International Ceramic Culture and Creative Industrial Base.
