Liaoning's business environment has really improved since 2018, according to Zhou Yiying, director of Liaoning Provincial Business Environment Construction and Supervision Bureau, during a press conference held in the provincial capital Shenyang on Feb 18.
In 2018, Liaoning simplified or standardized the administrative examination and approval procedures for 261 items, and introduced an online administrative affairs service platform.
A total of 376 business licenses were granted immediately on application, and 484 business administrative procedures were provided with one-stop services at service counters. Business registration times have been reduced from 20 working days to 3.5 working days; and the proportion of provincial-level government affairs processed online reached 97.5 percent.
In addition, Liaoning has developed a stronger credit system, enabling easier access to financing to boost the private sector.
So far, the province's credit information platform has gathered 110 million pieces of credit data and shared more than 50 million pieces with municipal credit data collection agencies. In addition, over the past two years the platform has shared 161 million pieces of corporate credit data with the National Credit Information Platform.
For the next stage of administrative reforms, we intend to cancel the decentralization of powers to a number of provincial and city-level government agencies before the end of the year, said Zhou.
