Liuyang National Economic and Technological Development Zone, formerly known as Liuyang Industrial Park, was set up in 1997 and upgraded into a national high-tech zone under the approval of the State Council in March 2012. It has become an important growth pole for development of Hunan’s high-tech industries. The zone had been listed as one of the demonstrations areas for transformation and upgrading in the Yangtze River Economic Belt in 2016, aiming to promote an open economy and balanced development in the Yangtze River Economic Belt region.

With the National Highway 319 and Changsha-Liuyang Expressway passing through, the zone enjoys significant transportation advantages as it is only 30 kilometers from the main urban area of Changsha, 15 km from Huanghua International Airport, and 33 km from Changsha South High-speed Railway Station.

Occupying an area of 18 square kilometers, it is now home to more than 800 registered enterprises, including over 110 industrial enterprises above a designated size, and 23 enterprises with an annual tax payment exceeding 10 million yuan ($1.5 million).

In recent years, the zone has witnessed a steady growth in its three leading industries, namely biological medicine, electronic information, and healthy food, and is one of the national development zones with the most pharmaceutical enterprises and a core growth pole of Hunan’s electronic information industries.

In 2017, the zone is expected to achieve a total industrial output value of 118 billion yuan, more than doubled compared with that of 2013. Its added value of industries above a designated scale reached 39.5 billion yuan, 2.5 times that of 2013.

According to its 13th Five-Year Plan (2016-20), the zone is expected to cover an area of 40 sq km in 2020 with a population of 200,000. The total industrial output value is estimated to surpass 200 billion yuan. It will further improve its infrastructure and functional supportive facilities, in order to make it a national first-class and modern zone.
