On the afternoon of Jan 16, the third session of the 13th Guangzhou Municipal CPPCC held a meeting for city leaders and members of the Hong Kong and Macao Regional CPPCC. A total of 15 Hong Kong and Macao CPPCC members made suggestions for the development of Nansha.
Create a Guangdong-Hong Kong-Macao comprehensive cooperation demonstration zone in Nansha
As the largest free trade zone, Nansha is working hard to build a comprehensive cooperation demonstration zone among Guangdong, Hong Kong and Macao. Nansha will give full play to the advantages of the state-level new zone and the pilot free trade zone, accelerate the construction of the international shipping, financial and technological innovation functions of the area,and strive to build a high-level opening-up gateway with Hong Kong and Macao.
At the meeting, Nansha's location advantage was mentioned by many members. Huang Junkang, Hong Kong member of the Standing Committee of the Guangzhou Municipal CPPCC, said that located in the geographic center of the Guangdong-Hong Kong-Macao Greater Bay Area, Nansha has the advantages of a state-level new zone and a pilot free trade zone. Relying on the world-class manufacturing base of the Pearl River Delta and city clusters with a combined population of 69 million,Nansha will inevitably become an important new platform for a new round of opening up. Nansha is ready to seize historical opportunities and attract various resources to reshape its position in the Greater Bay Area.
Macao member Huang Jialun said that the Nansha Bonded Port Area takes up 90% of the Guangzhou Customs online bonded import business. Guangzhou should work with Macao to build a cross-border e-commerce platform for Portuguese-speaking countries' businesses in Nansha. On the one hand, it is possible to hold a cross-border e-commerce fair for Portuguese-speaking countries in Nansha, and establish a commodity display center for Portuguese-speaking countries and a comprehensive cross-border foreign trade service platform for Chinese-Portuguese-speaking countries. On the other hand, Guangzhou and Macao can cooperate to establish an overseas operation center with functions such as warehousing and display in the Portuguese-speaking countries.
With reference to cooperation in cross-border medical services with Nansha, Hong Kong member Wu Weimian made several suggestions. Nansha can learn from the business model of Hong Kong hospitals by introducing their modern medical management systems and doctors and promoting the exchange of medical services between Guangzhou and Hong Kong, thus delivering tangible benefits to Nansha citizens and gradually building itself into a medical service hub in the Greater Bay Area.
Build a comprehensive cooperation hub in the Guangdong-Hong Kong-Macao Greater Bay Area
From Guangzhou South Railway Station, you can reach Hong Kong within 48 minutes and Macao with in 57 minutes, realizing the one-hour Guangzhou-Hong Kong-Macao life circle. "Guangzhou should take advantage of Guangzhou-Hong Kong and Guangzhou-Macao inter-city railways and see close cooperation among Guangzhou, HongKong and Macao as the core concept,”said Hong Kong member Xu Meiyun. "Guangzhou South Railway Station should be built as the new "Thirteen-Trades Monopoly of Guangzhou,”she added, referring to a place in the Qing Dynasty that specialized in foreign trade.
Macao member Li Caihong believes that Guangzhou can give full play to the regional demonstration effect.Through innovation, cooperation and its special business environment with Hong Kong and Macao, Guangzhou can integrate high-quality resources in various fields and establish high-efficiency parks for young people.
Guangzhou is moving towards a global regional cultural center
"Guangzhou and Hong Kong belong to the core circle of Lingnan culture. People are close to each other and the customs are also close to each other. They can be traced to the same origin," Hong Kong member Zeng Zhiwei said. He believes that Lingnan culture has both local and foreign characteristics, and has distinctive and diverse characteristics. This is the unique advantage of promoting the culture of the Guangdong-Hong Kong-Macao Greater Bay Area, and is also an important support for building a high-quality development model with the benefit of“two systems”.
Zeng Zhiwei said that culture is the best adhesive. We can work together to prepare a Guangzhou-HongKong series of documentaries, promotional films and even feature films. Lingnan culture is the basis for the development of Guangdong, Hong Kong and Macao culture, according to Macao member Liao Xiyun. Liao believes that the three cultures have the same roots, but each has its own characteristics. Only by mutual cultural recognition and integration can the Greater Bay Area realize a multi-dimensional, multi-layered and profound integration.
