Harbin New District is the 16th national new district approved by the State Council, and the second in northeast China. Approved in December 2015, it includes the districts of Songbei, Hulan and Pingfang. With a total planned area of 493 square kilometers, it is the only national new district featuring cooperation with Russia.
The district boasts superior geographical conditions, a strong foundation of science and technology industries, favorable ecological environment, as well as a long history of cooperation with Russia. It cultivates three leading industries, covering high-end equipment manufacturing, organic and eco-friendly food and new information technology industry. In the first half of 2017, Harbin New District achieved a GDP of 32.78 billion yuan ($4.85 billion), up 7.2 percent year-on-year.
