Located in Hulan district, Harbin, Heilongjiang province, Harbin Limin Economic and Technological Development Zone was a provincial-level development zone approved by the provincial government in June 1991, with a planned area of 24.39 square kilometers. In April 2011, it was upgraded to a national economic and technological development zone.
The development zone focuses on four industries covering biomedicine, organic and eco-friendly food, culture, and education, as well as trade and tourism. Up until now, 429 enterprises have settled in the zone, bringing in 65 billion yuan ($9.61 billion) in capital. Fixed assets in the zone have added up to 54.8 billion yuan. In addition, the accumulated tax revenue reached 5.6 billion yuan and the foreign exchange earned by exports was $660 million.
