Rugao in East China's Jiangsu province is pulling out all the stops to attract highly-skilled professionals to the city.

The policies also offer incentives to newly-recognized national and provincial-level key laboratories and R&D centers, as well as promote cooperation with key universities in the province, encouraging top professionals to work in Rugao.
The city is also working to offer unique services for skilled workers, such as organizing seminars for entrepreneurs and people with doctorates, as well as building dedicated apartments for them, improving both their living and working environment.
