Changchun's civil affairs work has made great progress in serving the city's economy and social development over the past 40 years since the reform and opening-up.

By adopting a people-centered approach, the Changchun Municipal Bureau of Civil Affairs has been working hard to serve the people better, caring more about their difficulties and future livelihood.
The local government has allocated a lot more money to secure people's minimum living standards in both urban and rural areas. The monthly minimum living allowance was increased to 620 yuan ($90) per person in 2017, the 12th increase since the State Council implemented the Minimum Standard of Living System in September 1997.

A nursing service system of 353 nursing institutions has been built in the city to increase the supply in nursing service for the elderly and the disabled. Furthermore, an allowance system, service subsidy system and nursing subsidy system for seniors over 80 who face financial challenges has been established, to ensure better food and medical care, financial management services and security.
Over the past decades, communities in Changchun have played a more important role in helping people, and the city's civil administration has made greater effort to protect villagers' living and legal rights. A better national relief work net has also been established to fight against present disasters and unexpected disasters in future.
