III. Regions with Judicial Offices
In accordance with the principle of "one judicial office for every town (sub-district)", except for the Tibet autonomous region, judicial offices have primarily covered all towns (sub-districts) in China, as well as development zones with the function of social management and farms, wood farms and pastures.
Functions of the Department of Guidance of the Grass-root Work are as follows:
1. Conveying and implementing the decisions and instructions of the Leading Party Member's Group and the ministerial officials of the MOJ concerning grassroots judicial administration work.
2. Working out the guidelines and policies on national judicial offices, people's mediation, and the resettlement, assistance and education of released persons; drafting relevant regulations and rules; interpreting and replying questions about relevant laws or policies.
3. Working out the development plans and the annual plans of the national judicial offices, people's mediation, and the resettlement, assistance and education of released persons; organizing, guiding, supervising and inspecting the implementation of the regions.
4. Investigating and analyzing the development and patterns of the work of national judicial offices, people's mediation, and the resettlement, assistance and education of released persons; formulating suggestions and measures for strengthening and improving the work; summarizing and promoting good experiences.
5. Working out the training plans of national judicial offices, people's mediation, and the resettlement, assistance and education of released persons; organizing the compilation of the training materials; carrying out demonstration trainings, and guiding and supervising the implementation of the regions.
6. Organizing the publicity and theoretical researches on national judicial offices, people's mediation, and the resettlement, assistance and education of released persons.
7. Guiding the work of the people's assessors in consultation with the people's courts.
8. Handling other matters assigned by the Leading Party Member's Group and the ministerial officials concerning to the grassroots.
