Law popularization and abidance is a long-term and fundamental task of the rule of law.
Law popularization, also called legal publicity and education, refers to the activities through which the state disseminate legal knowledge, promote the spirits of the rule of law, and carry out legal practices among all citizens and the whole society with certain purposes, plans and through various ways and forms.
Administration by law refers to the activities where the general public, under the leadership of the Communist Party of China (CPC), manage local, industrial and grassroots affairs through various channels and means in an effort to achieve social administration in accordance with the rule of law.
I. Significance of legal publicity and education
The CPC Central Committee and the State Council have always attached great importance to legal publicity and education.
Since the 18th CPC National Congress, the CPC Central Committee with Comrade Xi Jinping as General Secretary has made important deployments over comprehensively promoting the rule of law and has clarified the basic positioning, major tasks and important measures of legal publicity and education.
The 3rd Plenary of the 18th CPC Central Committee set out the task of "improving the social law popularization and education mechanism"; the 4th Plenary of the 18th CPC Central Committee proposed to "uphold law popularization and abidance of all citizens as a long-term and fundamental task of the rule of law"; and the 5th Plenary of the 18th CPC Central Committee proposed to "promote the spirit of the socialist rule of law, encourage the public, especially civil servants, to respect, learn, abide by and apply laws, and create a good social environment and habit of the rule of law". Carrying out legal publicity and education is a necessary prerequisite to:
i. achieve the objectives of national economic and social development;
ii. promote modernization of the national governance system and capacity;
iii. comprehensively promote the rule of law; and
iv. promote comprehensive governance of the Party in a strict manner.
