Heihe Border Economy Cooperate District
Heihe Border Economy Cooperate District was established by the State Council of the People's Republic of China in May 1992, covering an area of 7.63 square kilometers and hosting a population of 62,000. It is a special national economic area along the border between China and Russia.
It has built a number of characteristic industrial parks based on the advantages of energy and resources in cooperation with Russia since 2003, including Wuxiushan industrial park and Ergonghe industrial park, and promoted the construction of cross-border industrial parks. It is gradually forming an interactive pattern with overseas industrial parks located in Russia as part of its new strategy orientation.
In 2017, the budget revenue of the public finance in the district reached 130.75 million yuan ($18.83 million), accounting for 117 percent of the budget, up by 22.8 percent year-on-year. In 2018, the region is expected to achieve a GDP growth of 7 to 10 percent, with 42 key projects planned and an annual investment of 1.46 billion yuan.
