Over the past four decades, Hohhot has maintained steady growth in government revenue, with the structure optimized for increasing proportion of tax receipts.
Statistics show that the government revenue of Hohhot reached 140 million yuan ($20.14 million) in 1978, and in 2008, the figure reached 15.8 billion yuan.
During the past years, the financial authority in the city has made great efforts in reforming financial mechanisms with the increased downward pressure.
According to the government, the revenue in the general public budgets increased from 15.1 billion yuan in 2011 to 20.16 million yuan in 2017.
During the 12th Five-year Plan period (2011-2015), Hohhot saw its finance expenditure totaling 148.35 trillion yuan, 2.4 times the amount of the previous five years.
The local authority has also continued to cut regular expenditure, and increase spending on major livelihood projects.
The expenditure in livelihood areas reached 93.5 billion yuan during 2011-2015, accounting for 63 percent of the total government expenditure.
The optimized government expenditure has helped the city improve the infrastructural facilities and living environment.
In addition, the financial authority has given full play to government funds in supporting secondary industry, real economy and emerging industries, who are major contributors of value-added tax revenue.
