Sino-Singapore Guangzhou Knowledge City

The Sino-Singapore Guangzhou Knowledge City (SSGKC), with its ground-breaking ceremony on 30 June 2010, continues as the next iconic project of Sino-Singapore cooperation after the Suzhou Industrial Park and Tianjin Eco-City. The SSGKC is located on a 123-sq. km green filed, north of Huangpu district and about 30 km away from downtown Guangzhou. 

Vision and objectives

The SSGKC will create a new benchmark for the knowledge economy and for Sino-Singapore cooperation. The first thing is to realize the World Knowledge City: Focusing on 7 strategic emerging industries, so as to build a modern economic system, a new dominance of world knowledge economy and high-quality development model areas. The second point is converging innovation source of the Great Bay Area: centering on the core platform of the SciTech Innovation Corridor connecting Guangzhou, Shenzhen, Hong Kong and Macau, for the purpose of creating a leading area of SciTech innovation and the country's only comprehensive pilot area and strongest one for the application and protection of intellectual property rights. Thirdly, building the international talent port: to create a world-class and leading environment of innovation and entrepreneurial, thus fully releasing creativity of intellectual and international talents and international exchange center.

Planning and construction

The SSGKC will build the “857” high-speed road network and rail transit network, and an integrated transportation hub, in order to facilitate the access to city's center. Plans also focus on high-standard supporting municipal infrastructure, improving underground pipe gallery whose density reached that of developed countries, sponge city and the country's first smart grid construction with the globally leading technology of power supply and the reliability of power supply of as high as 99.9 percent. Public service facilities concerned with culture, education, health, and sports are to be perfected and value park area of about 30 sq km is confirmed, closely linked with strategic emerging pillar industries, including the next generation of information technology, high-end devices manufacturing, low carbon, bio-medicine, new materials, digital economy, marine economy. As of September 2018, the SSGKC accumulated more than 91.185 billion yuan in fixed assets investment, 1,104 registered enterprises with a registered capital of 122.735 billion yuan. 

Milestones

In September 2008, Wang Yang, former party secretary of Guangdong led a delegation to visit Singapore and proposed to create a landmark project for cooperation between Guangdong and Singapore. In March 2009, China and Singapore signed a Memorandum of Understanding (MOU) on the joint development of the Knowledge City. In June 2010, the groundbreaking ceremony of the SSGKC took place officially. In March 2011, the SSGKC Start-Up Area (SUA) Project was approved by the National Development and Reform Commission. In June 2012, the provincial government approved the Overall Planning for the Development of Sino-Singapore Guangzhou Knowledge City (2010-2020)”. 

Up to now, the number of registered enterprises in the SSGKC reaches 1,216, and the accumulated registered capital is about 125.81 billion yuan. 

Sino-Singapore Guangzhou Knowledge City (SSGKC) is a state-level bilateral cooperation project between China and Singapore. In September 2008, Wang Yang, then a member of Politburo of the CPC and Party Secretary of Guangdong, met with Lee Hsien Loong, Prime Minister of Singapore, Goh Chok Tong, then Senior Minister of State for Finance, and Lee Kuan Yew, then Senior Minister in the Cabinet, to propose an iconic project of cooperation between Guangdong and Singapore, giving birth to the SSGKC project and ushering in a new all-around cooperation between the both.

In September 2011, Sino-Singapore Guangzhou Knowledge City Investment & Development Co, Ltd. (hereinafter referred to as “joint venture”) was established, responsible for the overall development of SSGKC.

On July 10, 2018, Siemens signed a MOU with Sino-Singapore Guangzhou Knowledge City Investment and Development Co, Ltd and Ascendas-Singbridge Group to jointly develop a digital platform of green city, proactively coordinate the establishment of a strategic platform between China and Singapore, and continue to further international cooperation in urban development planning, social management, intellectual property cooperation, and talent exchange and training. [Photo provided to chinadaily.com.cn]
