Yuhang district, a hotbed for creative companies and talents in Hangzhou, Zhejiang province released a blue paper on talent development at the China Yuhang International Talent Summit and Fair on Nov 11.
The paper, centering on strategic planning, index publishing, social practice, detailed policies and experience sharing, is aimed at building a demonstration area for talent development in the district by implementing six major talent programs.
It is estimated that by the year of 2020, the total talent volume of the district would reach around 32,000, a year-on-year increase of 7.5 percent.
In terms of overseas high-caliber talents, five innovative and entrepreneurial teams, 100 overseas leading experts with key technologies, 1,000 overseas students and 300 startup projects will be introduced by 2020, according to a local official.
Major industries include information technology, international cross-border e-commerce and finance.
Aside from the proposal, November is also designated as the "International Talent Month" for Yuhang district at the event.
Over the years, Yuhang district has ramped up efforts to boost development through technology, personnel and innovation. To date, a total of 463 startup companies founded by college graduates have settled in the district.
