Established in 1992 and upgraded to a national-level development zone in 2010 approved by the State Council, Huai'an Economic and Technological Development Zone was awarded the title of the "Advanced Development Zone in Jiangsu Province" numerous times.
Covering a total area of 166 square kilometers and with a permanent resident population of 300,000, the zone has three national parks, including the comprehensive bonded zone, the overseas student pioneer park and the software park, and two provincial characteristic functional areas – the science and education industrial park, and the airport industrial park.
The zone has been promoting its industrial restructuring, transformation and upgrading. In 2017, the total output value of enterprises with an annual industrial output value above 20 million yuan ($2.9 million) ranked first among all the units of Huai'an city. The export-import volume increased by 52.9 percent compared to that of the previous year and accounted for some 51.6 percent of the city's total. There were 22 new enterprises whose tax payments exceeded 10 million yuan.
