Brief Introduction to Horinger New Area in Hohhot

Covering 496 square kilometers, Horinger New Area comprises Xincheng district, Saihan district, Tumd Left Banner, Horinger county, Togtoh county and Qingshuihe county, with 11 towns and three streets included. By the end of 2017, its permanent resident population had reached 503,000.

Last year, its regional GDP growth rate reached 6 percent. The total industrial output value was 72.39 billion yuan ($10.46 billion). And its investment in fixed assets amounted to 23.68 billion yuan while its general public budget reached 4.14 billion yuan.

Located in the east and south of Hohhot, capital of Inner Mongolia autonomous region, the new area borders the Yellow River to the south and grasslands to the north. It is at the hub of the Hohhot-Baotou-Hubei-Yulin City Cluster, giving it unique geographical advantages.

Some competitive industry clusters including green food, power energy, photovoltaic materials, big data and cloud computing have gathered in the area's industrial districts such as Shengle, Sha'erqin, Jinqiao and Tuoqing. Among these, the dairy industry, monocrystalline silicon and big date have spread great influence across the country. In 2017, Horinger New Area was recognized as the Big Data Industrial Base under the China Torch Program, the National Demonstration Base of New Types of Industrialization (Big Data) and the National Innovation Pilot of Rehabilitation Aids Equipment Industry.

The area has also gathered a number of universities and scientific and research institutions such as Inner Mongolia Normal University (IMNU). Featuring 298 research institutes, eight national key laboratories, 40 science and technology innovation platforms, it is an important technology innovation center in the western region of the country. The new area also has 16 pilot bases of maker-spaces, seven of which are at national level. There are ten business incubators, including two at national level, with more than 400 new and startup companies and more than 5,000 employees. Among its 131 national high-tech enterprises, 22 are listed companies. There are also nine academician worker stations and six strategic alliances for industrial technology innovation.

Located at the southern foot of the Yin Mountains and the western side of Manhan Mountain, the area has more than 36 percent forest coverage. With Shilawusu River and Baobei River across the hinterland, it is rich in land and water resources, and maintains a beautiful living environment and great ecological conditions. The new area is the key development zone involved in the planning of major national functional areas. The current low intensity of development leaves huge space for further development. Rich in energy and mineral resources such as coal, gas, electricity and kaolinite, and having strong environmental capacity and abundant resources, it has met the basic conditions for high-standard development.
