The GDP in Jinpu New Area in Dalian, Northeast China’s Liaoning province was worth 210 billion yuan ($30.62 billion) last year, representing the area’s essential role in the reform and opening-up of China’s northeast area.
In addition, 75 new foreign-funded companies were established in the area, with a registered capital of $550 million and foreign investment contracts worth $300 million. The area’s total import and export volume was 284.6 billion yuan ($41.46 billion), a year-on-year increase of 29.13 percent, accounting for 42.2 percent of Liaoning province. These figures were all record-breaking.
Established in June 2014, Jinpu New Area occupies a total area of 2,299 square kilometers with a population of 1.58 million and is the only new area approved by the State Council in Liaoning province. The area was built and designed based on many other special areas that had been launched in Dalian, including the Dalian Economic and Technological Zone, Dalian High-Tech Park, Dalian Bonded Area and Dalian Golden Pebble Beach National Tourist Resort.

On Oct 15 1984, thanks to China’s reform and opening-up policy, the Dalian Economic and Technological Zone was set up. It is well regarded for the efficient and preferential services for foreign investors.
At present, there are more than 60,000 firms in the area; of which, over 5,000 are foreign-funded firms, including Intel Corp, Pfizer, Volkswagen and Canon. Almost 100 projects invested by 60 Fortune 500 companies from 70 countries and regions are involved in the area, covering the fields of equipment manufacturing, petrochemicals, electronic information, vehicles and parts and port logistics.
Besides the government’s preferential policies, the area’s geographical advantage also explains Jinpu New Area’s achievements. For example, the area is 24 kilometers away from Dalian Zhoushuizi International Airport that annually handles 14.15 million passengers with 22 international routes and 158 national routes. Facing the Yellow Sea and Bohai Sea, the port in the area has 39 10,000-tons-class berths (for crude oil, ore and grain), with annual cargo throughput of 337 million tons and container throughput of 9.3 million standard containers.
Many schools designed for foreigners were also opened in the area, including the Dalian American International School, Japanese School of Dalian and Dalian Maple Leaf International School, as well as other facilities, like libraries and theaters.
