Guangzhou issued a plan to preliminarily establish an international science and technology industry innovation center in three years.
By 2020, the total amount of strategic emerging industries is expected to exceed 1.5 trillion yuan ($218.11 billion), forming five industrial clusters of more than 200 billion grades, such as information technology, biology and health, new materials and high-end equipment, new energy vehicles, energy saving and environmental protection, and fashion and creativity.
The proportion of R & D funds in the Gross Domestic Product (GDP) of the whole society will be expected to reach three percent, the contribution rate of scientific and technological progress will be more than 64 percent, and there will be more than 30 patents per 10,000 people.
Guangzhou will also build itself a city of high-end talents and a platform for the publishing and trading of scientific and technological achievements at home and abroad with the income of science and technology service industry reaching 120 billion Yuan.
The plan also states that by the end of 2020, Guangzhou will set up one national-level laboratory, three province-level laboratories, 21 state key laboratories, 10 Nobel Prize innovation centers and two world-class universities.
There will be more than 12,000 high-tech enterprises, more than 200,000 scientific and technological innovation enterprises, and 50 percent of R & D institutions set up by industrial enterprises above the scale. At least one national manufacturing innovation center, 30 state-level enterprise technology centers, 68 state-level creative space and 41 state-level incubators will be established. Moreover, the city will have more than 20 renowned international partners, 55 international scientific and technological cooperation bases, and six overseas R & D centers.
The plan also states that Guangzhou will complete the construction of the innovation center by 2035.
