Ningbo witnessed an increase of 110,000 skilled workers in all walks of life in the first half of the year, up 22 percent year-on-year, according to a meeting held by local authorities on Sept 19 for attracting talents to start businesses in the city, especially overseas Chinese talents.
Among the newly added skilled personnel, 26 are highly skilled and 68 have been selected into the national scheme for recruiting high-level global talents.
“This inspiring achievement can be largely attributed to the city's talent recruitment plan, or "3315 Plan", which was started in 2011 to introduce high-level overseas talents or teams to run startups in Ningbo, especially in the high-tech fields,” said Jin Yan, deputy head of the organization department of Ningbo municipal Party committee.
Jin added that the plan was further expanded earlier this year to also introduce urgently needed skilled personnel, from home and abroad, in fields related to economic and social development, such as e-commerce, finance, services and modern agriculture.
The introduction of privately-funded startup projects was also added to the plan, especially in advanced manufacturing and the intelligent economy, to encourage private investment in promising startups.
