The regulations set standards for working principles, data collection and convergence, application and development, promotion and guarantees, and legal liability of big data application in the medical industry.
All medical institutions and healthcare service companies involved in big data application and connected with population health information platforms in Guiyang city of Guizhou province apply to the regulations.
One of the most controversial problems is mutual recognition of medical examination results between different hospitals. To deal with this, the draft proposed that Guiyang use the successful experiences of Hangzhou and Wenzhou in Zhejiang province as reference to restrict recognition by medical insurance settlements.
The regulations make it clear that the Guiyang city health and family planning department should set up a mutual recognition system for different hospitals inside and outside regional medical complexes.
In addition, the draft also proposed that medical institutions and healthcare service companies use ID numbers or other valid identity certificates as the required identification for electronic medical records and electronic prescriptions.
Medical institutions and healthcare service companies can use wearable equipment to collect, store, and summarize health data.
However, all the data collected should be censored or obtain permission before sharing with other institutions, companies, or the public.
The health and family planning department should utilize city-level platform data and the electronic health records of residents to realize targeted health assistance for low income families in rural areas.
