Jinchengjiang district in Hechi city has fully carried out the river chief system to protect bodies of water and keep them free of pollution.
The river and lake chief system, which applies as well to reservoirs, assigns local Party and government officials as chiefs of specific bodies of water to guarantee they remain free from pollution. It is a licensing mechanism to control pollutant discharge.
With a favorable ecological environment, Jinchengjiang has well-developed river systems and plenty of reservoirs. A total of 163 rivers and 20 reservoirs are involved in the system.
The district sets out clear missions for individuals, and designates three-levels of river chiefs. To ensure unity and cooperation, it also founded a river chiefs' office for centralized management. Jinchengjiang even appointed 201 supervisors from the public to monitor the work of river chiefs. At the same time, the government upgraded public consciousness about environmental protection by stepping up publicity and education.
Through ongoing conservation efforts, the water quality of the Longjiang River and the Diaojiang River has been greatly improved, and now accords with class III water quality standards.
