Legal fees reduced for Shenzhen-Harbin cooperation projects

In order to further improve the business environment, the municipal justice bureau of Harbin recently launched multiple new services that will benefit local residents and enterprises. To support the construction of projects in key industries with the Made in China 2025 Harbin Action Program, the bureau will exempt newly-established firms from legal fees for one year, and offer a 30 percent exemption for the following two years. For enterprises applying for notarization of import and export certificates, contracts and financing etc., fees will be reduced by 50 percent.

The bureau supports the construction of projects in the “New and Reputable Brand” strategic new industries. For newly-established enterprises that invest in new industries such as new-generation information technology, biopharmaceuticals, high-end equipment, environmental protection, new materials, new-energy vehicles and digital innovation etc.; if their investments exceed 50 million Yuan in a one-year period, they will be deemed eligible for the full exemption of legal fees for the first year and receive a 30 percent reduction over the next two years. Relevant notarization fees for developing such industries will be reduced by 30 percent.

The bureau supports the development of large-scale cooperation groups. For the headquarters of central-government owned enterprises, large private enterprises and large industrial projects constructed within the “Shenzhen-Harbin Cooperation” framework –– the legal fees for services such as investigation, business negotiation, document drafting, arbitration and litigation will be reduced by 50 percent. Notarization fees on credit and debt contracts will be reduced by 50 percent.

The bureau supports the development of key private enterprises. For enterprises that engage in industrial upgrading and transformation projects and Harbin-owned enterprises that engage in industrial and large-scale food production projects, the fees for hiring attorneys to provide other legal services will be reduced by 20 percent. For newly-established and government-supported private enterprises, fees for hiring attorneys will be reduced by 30 percent. Notarization fees regarding cooperation financing for key private enterprises will be reduced by 30 percent.

The bureau supports the transformation of new scientific research achievements by enterprises, colleges and universities and scientific research academies and institutes. Notarization fees on eligible cases of achievement transformation recognized by the municipal government will be reduced by 30 percent. Notarization fees on property rights transfers, rights confirmation and infringement evidence preservation will be reduced by 30 percent.

The bureau supports the construction of Harbin New Area and a national-level development zone. Notarization fees for projects under Harbin New Area, Harbin Economic and Technological Development Zone, Harbin High and New Technological Industries Development Zone, Harbin Limin Economic and Technological Development Zone, West Harbin Economic and Technological Development Zone, and the China-Mongolia-Russia Economic Corridor will be reduced by 30 percent.

The bureau supports the reform of mixed ownership in State-owned enterprises. For State-owned enterprises who introduce strategic investors to promote the reform of mixed ownership, fees for hiring attorneys to provide arbitration and litigation services will be reduced by 30 percent. Notarization fees for enterprise acquisition and merger will be reduced by 30 percent.
