Notice on Public Solicitation of Prospective Strategic Investors for the Construction of Smart City in Harbin

Basic Requirements of Cloud Platforms in 12 Sectors

City Security Cloud

The investor shall integrate video surveillance facilities from sky net, city management, traffic police, water affairs, environmental protection and other departments to establish a platform that can gather, store and comprehensively utilize the video surveillance resources in order to achieve unified building, maintenance and shared usage of all video contents generated from the public places across the city. Meanwhile, the investor shall integrate the feeds of video resources from social units, achieving interconnection and intercommunication. The investor shall also promote the installation of surveillance equipment in accordance with the guidelines of “circle enclosing, square blocking, line connecting and point controlling” to achieve all-area coverage, all-network sharing, all-time usability and all-process control. The investor shall pool the data from video surveillances, communications, hotel and consumption records to establish a database for big data mining in order to discover, alert and handle security issues in a timely manner, track down criminal suspects and improve investigation efficiency. The investor shall also promote social units and places to establish security breach alert systems, entry and exit control systems, access control and fire-fighting systems, anti-explosion inspection systems and connect these systems with the City Security Cloud to improve the city’s capability in security protection.

Traffic Cloud

The investor shall establish a Traffic Cloud to serve as the “brain” on urban traffic, pooling data concerning the personnel, vehicles and roads involved in the urban traffic for big data mining and analyzing. A smart traffic direction system shall be established by integrating the existing information systems used by public security and traffic management to realize real-time control of traffic lights in accordance with the traffic flow, predict the track of vehicles and intervene in advance to effectively improve road capacity. The investor shall establish a communication and transportation command center to realize traffic monitoring, risk early warning and emergency commanding and managing. The investor shall also establish a supervision system on key vehicles to conduct supervision on transport companies, key vehicles and their drivers. For the approval and supervision of online taxi-hailing services, the investor shall establish an administrative platform on which market-entry approval, daily supervision and operational data exchange can be achieved. The investor shall promote the realization of online processing of recharge, inspection and report of loss of traffic cards and promote the use of smartphone electronic traffic cards. The investor shall expand the use of BeiDou Navigation and other location-based services in bus services, providing a smartphone app to disclose locations of operational buses to users. The investor shall also establish a unified video surveillance platform across the city by integrating the video systems from various departments to achieve unified management and shared use. The establishment and maintenance of such services rendered will be paid by the government.

 City Management Cloud

The investor shall establish a smart city management comprehensive supervision and service platform that covers the city’s nine districts and nine counties, fully integrating individual systems on townscape, administration, lamps, lighting, sanitation vehicles, drainage, flood prevention and city management  to realize interconnection and intercommunication and dynamic monitoring and management. An environment and sanitation mobilization system shall be established to track down the sources and destinations of wastes, and the routes of heavy trucks and the status of construction sites. An urban drainage system shall be established to improve the city’s capability for flood and waterlogging prevention. The investor shall also conduct pilot constructions of smart lamp posts with functions of battery charging, communication, video surveillance, positioning alarm, information exchange, environmental surveillance and flow detection. The use of BeiDou Navigation shall be expanded among vehicles operated by the city management.

Culture and Tourism Cloud

The investor shall generate data on the city’s cultural relics (tangible) and establish a cultural relic resource databank to increase the supervision on immovable cultural relics.  A digital cultural innovation copyright management and service system shall be established to enhance the protection for digital rights. By utilizing VR/AR technologies, a virtual cultural relic presentation system shall be eventually established and opened to the public. In the meantime, the investor shall establish a digital media rendering and online publishing service platform . to develop new business modes on cultural innovation. The investor shall establish a tourism big data platform to pool tourism information for the improvement of tourism management and control capabilities. The establishment of tourism e-commerce platforms shall be encouraged and guided so that tourists can enjoy one-stop service from route planning and traffic to accommodation and ticket reservation. The investor shall promote the construction of smart scenic areas where electronic entry tickets, self-service guiding and touring can be provided. In order to improve the analyzing and decision-making capabilities on the industry operation and development, a tourism market monitor and alert platform shall be established to collect dynamic statistics and conduct analysis on tourism enterprises and industry information. A tourism credit system shall be established to release tourism credit information in order to enhance self-discipline in the industry. The investor shall also establish a tourism comfort index system to improve the capabilities on public tourism emergency prevention and alert, quick reaction and timely disposition.

Health and Medical Treatment Cloud

A public health information platform, with its services paid by the government and operated by enterprises, shall be established. With hygienic demographic, health record and electronic medical history databanks at the core, six application systems, namely public health, medical services, electronic health card, medicine management, birth control and comprehensive management, shall be established to realize the management of health information within the industries. The investor shall also establish a hierarchical diagnosis and treatment application system, a unified payment and registration system and a medical patient-benefiting service (APP) system to realize the whole-process management from service signing and hierarchical diagnosis and treatment to remote medical treatment and health management. By utilizing mobile internet, the residents shall enjoy the benefits of online medical services such as registration, mobile payment, patient-doctor communication, consulting, information checking, follow-up visits and treatment and recuperation. The investor shall establish a healthcare and hygiene network to realize interconnection and intercommunication among different levels of medical institutions.

Agriculture Cloud

The investor shall establish an agricultural production and operation information submission system and a rural area land rights confirmation and land transfer system to improve the supervision, command and mobilization capabilities on agricultural production. The investor shall also establish an information release system on prices of agricultural products, agricultural capitals, agro-meteorology and polices on farming benefits, utilizing remote satellite surveying technology to release information on the types, areas, scope and seriousness of diseases and pest on crops for the improvement of agricultural service capabilities. In the meantime, the investor shall introduce other social units to support the establishment of a market-oriented operation platform based on which a unified quality agricultural product and livestock product source-tracking system, a leisure agriculture and village tourism information release system and an agricultural machinery rental network service system can be established. A databank shall be established to pool information on agricultural capitals, network of things, soil moisture and market retail and wholesale prices for data mining and analyzing, providing services to farmers, agricultural enterprises, agricultural service enterprises and consumers. 

Emergency Command Cloud

The investor shall establish an emergency command center as well as a comprehensive emergency command and mobilization information platform to realize interconnection and intercommunication between the provincial command center and command centers of cities, counties and districts and provide support for emergency command and mobilization. A databank pooling emergency protocols as well as information on emergency supplies, teams and sources of dangers shall be established to provide basic statistical support for the disposition of emergencies. In order to release information on floods, geological or other disasters on TV, radio and networks in a timely manner, a unified information release platform shall be established. The investor shall establish an emergency disposition information sharing system and sort out the operational information systems used by emergency departments to realize interconnection and intercommunication of information on underground pipes and networks, spatial geography, video surveillance and households. In the meantime, there shall be visual connection and communication between such system and the police command, fire command and traffic command centers so that consultation can be provided in emergency situations. The investor shall promote the installation of fire alert equipment and inflammable gas detectors in old and tall residences for the early discovery of disasters. Meanwhile, the investor shall establish a fire command center to improve the quick reaction capability on disaster handling. In order to improve the law enforcement capability on safe production and danger screening and managing, a safe production monitor system shall be established to effectively manage safety inspection and production records, disaster records and law enforcement records. A water resource monitor and management information system shall be established to increase the capabilities on the generation, detection and smart analysis of the key indexes such as water quantity, water level and water quality.

Human Resources and Social Security Cloud

The investor shall accelerate the establishment of the second phase of “insurance fund” and connect it with the provincial human resources and social securities databank. By utilizing such data including healthcare insurance, occupational injury insurance, maternity insurance and unemployment insurance, the investor shall establish a social security databank and develop an online processing system to realize that the whole process of social security matters can be processed online. The investor shall also develop a social security credit information system to generate and pool the public credit information in the human resources and social security sector and provide services and management based on the credit rating of the enterprises and the personnel. In the meantime, the developer shall develop an online management system on labor security and supervision, employment services and labor relation to improve social security management and service capacity.

Economic Operation Cloud

Based on the statistical data, the investor shall add data from relevant departments, establishing an economic operation analyzing model library to provide analysis, research and judgment on the economic operation status, trend and makeup of industries, fields, areas and key enterprises on a monthly, quarterly and annual basis. The whole city’s economic operation status can be grasped in a timely manner for the sharing of relevant governmental departments through their network. In the meantime, corresponding indexes and data can be extracted for the establishment of a macro economic databank and released to the public through the internet.

Senior Care Cloud

The developer shall push forward the establishment of community senior care informatization. A Unified Senior Care Public Service Information Platform shall be established to pool information resources of senior care services from government departments as well as social organizations. The developer shall set up a senior care databank that covers the demand, items, teams, facilities and polices of senior care to provide one-stop service from consulting, applying, evaluating, categorizing and transferring. Services offered shall also include livelihood caring, emergency supporting, medical caring and psychological comforting.

Environmental Protection Cloud

The developer shall integrate the existing operational information systems to form a unified ecological environment information platform as well as to establish and improve the city’s ecological environment surveillance network information system for the full coverage of ecological environmental elements such as air, water, noise, radiation and earth. The capacity of coping with environmental emergencies shall be improved and the prevention and control of air pollution shall be strengthened with the establishment and improvement of an air quality forecast and early warning system. In order to timely grasp the situation on pollutant discharge and effectively impose control, the developer shall establish a pollution source discharge load inventory system. A surveillance information system covering the whole cycle of dangerous wastes from production to transport and disposal shall be established to prevent them from diffusion. The developer shall also establish and improve an environmental law enforcement system for the improvement of supervisory capacity and the discovery of environmental issues. An environment big data a mining and analyzing system shall be established to provide solutions for ecological environmental issues and evaluate the results after the implementation of those solutions.

Smart City Consulting Services

The investor shall provide consulting services for the construction of Smart City in Harbin and assist the government in formulating the Smart City’s development plans as required. The investor shall also conduct an in-depth research on the Smart City’s construction plans, sort out the status and needs of relevant units and departments in terms of the infrastructure and technological platforms and propose an investigation report. The investor shall also evaluate the significance and necessity for the construction of Smart City, the reasonability, advancedness and stability of technologies applied in the project and the effectiveness of execution. An estimated investment budget, an execution cycle and a performance rating to realize relevant technologies shall be proposed. To ensure the fulfillment of various requirements by the government, the investor shall also conduct surveys on the Smart City project’s follow-up work.
