Notice on Public Solicitation of Prospective Strategic Investors for the Construction of Smart City in Harbin

In order to further accelerate the construction of the Smart City project in Harbin, promote the transformation and upgrade of traditional industries and improve the government's public service capabilities, we hereby openly solicit prospective strategic investors from the public. The notice is as follows:

 Scope of Cooperation

The construction of 12 cloud platforms initiated in 2018 for the Smart City project in Harbin, namely, City Security Cloud, Traffic Cloud, City Management Cloud, Culture and Tourism Cloud, Health and Medical Treatment Cloud, Agriculture Cloud, Emergency Command Cloud, Economic Operation Cloud, Senior Care Cloud, Human Resources and Social Security Cloud, Environmental Protection Cloud and Smart City Consulting Services.

Procedure of Solicitation

Issuance of solicitation notice; voluntary registration by enterprises; expert review and selection of qualified enterprises as prospective strategic investors; signing of strategic cooperation agreement with the municipal government to participate in the construction of the Smart City in Harbin. 

Requirements for Prospective Strategic Investors

Listed on the Top 100 Enterprises With Comprehensive Competitiveness On Software and Information Technology Services In 2018 issued by the Ministry of Industry and Information Technology or a renowned enterprise in the sub-industries of informatization.

Enterprises shall be independent legal entities, abide by national laws, regulations and policies and pay taxes as required with a clean record.

Enterprises with an investment capacity of more than 1 billion Yuan.

Once successfully participated in relevant industries of “Smart City project”in prefecture-cities and above.

Enterprises must undertake measures to establish a branch company in Harbin to ensure long-term cooperation.

Deadline：Aug 15, 2018.

Document Submission: stamped copy of business license of the enterprise; certificate of legal representative of the enterprise and authorization letter; supporting documents proving successful participation in relevant industries of Smart City project in prefecture-level cities and above; application form for prospective strategic investors; report of feasibility study on the construction of proposed cloud platform (it can be prepared by referring to the basic requirements on the construction of each cloud platform, including but not limited to the listed contents).

This notice is for the purpose of soliciting prospective investors only. The selection of specific implementing parties for the construction of the Smart City will be conducted in accordance with the methods and procedures stipulated by relevant national laws and regulations.
