The State Council on Aug 15 issued a notice, introducing a slew of temporary adjustments to some administrative regulations in the Pudong New Area, Shanghai, which will remain valid until Dec 31.
The notice was based on an earlier official written reply from the State Council to Shanghai’s pilot plan furthering administrative reform in separating approvals for business certificates and business licenses, covering adjustments to regulations on medical devices supervision and feed.
The second paragraph of the 34th article in the regulations on the supervision and administration of medical devices will be altered. The license management of configuring category B large-sized medical devices in Pudong is no longer needed, with supervision cemented during and after configuration.
The first paragraph of the 15th article in the regulations on feed and related additives will be modified as well. The previous administrative approval procedures and time limits for establishing enterprises engaged in the production of feed additives and additive premix feed will be annulled. The administrative examination and approval authorities should inform applicants about all conditions, and applicants will present written commitments accordingly, based on which, approvals will be issued directly.
The State Council’s departments and the Shanghai government are urged to modify related regulations and documents in sync with these adjustments and develop a compatible management system.
