A total of 10 returnees in Harbin have benefited from the preferential policies launched by the government of Heilongjiang province in September 2017 in an effort to attract talents to support the economic and social development of the province.
The policies are targeting returnees who studied abroad and obtained bachelor’s or master’s degrees as well as visiting scholars and postdoctoral researchers who have worked in overseas universities, scientific research institutes and high-tech enterprises for more than one year.
Qualified applicants will receive a subsidy valued at 50,000 yuan ($7,582.65) or 100,000 yuan.
There are two potential routes for receiving a subsidy, one for start-up businesses and the other for businesses with a registration time of less than five years. Subsidies of 100,000 yuan are available for startups, and 50,000 yuan is available for established businesses.
The subsidy program aims to boost the development of strategic emerging industries in the province, and promote scientific research.
