Shandong fishing in pool of global talent

Focused on fostering new growth drivers to speed up economic and structural upgrading, East China's Shandong province has begun to draw the "Qilu talent map" to recruit high-caliber global talent and give intellectual support to the province's major economic development strategies. 

The organization department of the CPC Shandong Provincial Committee and the human resources and social security department of Shandong province recently issued a notification to guide the "drawing" of the province's "Qilu talent map". 

According to the notification, "Qilu talent" refers to high-level professionals who were born in Shandong or have studied, worked or lived in the province but are currently working and living outside the province. 

"Qilu talent" needs to conform to any of the following conditions:

  • International prize winner, such as Nobel Prize in physics, chemistry, physiology or medicine or economic sciences, Crafoord Prize of the Royal Swedish Academy, Wolf Prize, Tyler Prize for Environmental Achievement, the Fields Medal, the Vetlesen Prize, the Lasker-DeBakey Clinical Medical Research Award, and the A.M. Turing Award;

  • Member of the Chinese Academy of Engineering, or member of the Chinese Academy of Sciences;

  • Member of the academy of sciences or engineering of developed countries such as the United States, the United Kingdom, Germany, France, Japan, Italy and Canada;

  • President or vice president of renowned international academic organizations, such as IEEE (the Institute of Electrical and Electronics Engineers), IEE (the Institution of Electrical Engineers), IEC (the International Electrotechnical Commission), APS (the American Physical Society), AIMBE (the American Institute for Medical and Biological Engineering), and ACM (the Association for Computing Machinery);

  • Member of China's Thousand Talents Plan or Ten-Thousand Talents Program, the national recruitment programs of global experts; national-level talent of the "hundred, thousand and ten thousand" project; winner of the National Science Foundation for Distinguished Young Scholars of China; or special professor of the Changjiang Scholars Program;

  • Principal, vice president or tenured professor of world's top 100 universities (referring to the university ranking systems of the Times Higher Education World University Rankings, the QS World University Rankings and the magazine US News & World Report's college and university rankings);

  • Chairman, chief executive, president, general manager or chief technology officer who is responsible for headquarters management and technology research and development of a Fortune 500 company, a China top 500 enterprise, or a unicorn enterprise;

  • Other leading professionals at levels similar to the above.

Shandong will strengthen communication with "Qilu talent" and launch special investment promotions and talent introduction policies to attract the world's leading professionals to invest or start business in the province. The province is intensifying efforts to provide academic support and human resources to accelerate the shift of growth drivers from old to new, advance rural revitalization and fuel the province's marine economy.
