The first batch of university graduates choosing to work in Harbin will obtain special settling-in allowances and living allowances from July, owing to the preferential policies enacted by Harbin to entice new graduates to support the economic and social development of the city.
According to a skills introduction policy launched by Harbin human resources bureau on Dec 13, 2017, graduates with a bachelor’s degree will receive a 500-yuan ($75.04) living allowance per month over a three-year period if they choose to stay and work in Harbin; and graduates with a master’s degree will obtain one-off settlement allowance of 30,000 yuan.
The policy is targeted at graduates who graduated within the last five years and have signed employment contracts of no less than three years with Harbin-based companies.
Meanwhile, the employers the graduates work for must be named as one of Harbin’s key development industries for 2018, namely Harbin’s advantageous industries, strategic emerging industries, the producer service industry and life service industry.
Industries such as food, equipment manufacturing, petrochemical engineering, biopharmaceuticals, information technology, renewable energy, modern logistics, tourism and geriatric nursing are included.
Currently, a total of 82 graduates from 33 companies qualify for the allowances; and they will receive their first payments in July.
With the coming of the graduation season in June and July, more graduates will choose to stay and work in Harbin to enjoy the allowances, said a director of Harbin human resources bureau.
