Shenyang’s tourism sector has become one of the city’s most attractive and vigorous fields for investment, with various tourism projects breaking ground and interesting events taking place.
With the focus on all-for-one tourism, Shenyang has stepped up efforts to promote tourism development by building a quality tourism development environment with standard regulations, favorable policies and optimized services, fostering a market entity, regulating market order and injecting new vigor into the sector.
The city unveiled a set of management measures on tourism project land use, pushing forward construction of Shenyang Guai Po scenic area, a recreation vehicle (RV) park in Kangping county, a water park, a hot spring hotel and a tourism complex. In 2017, Shenyang piloted an innovation that used rural collective construction land for tourism projects.
Besides, Shenyang issued multiple policies on the development of tourism equipment manufacturing industry, a scheme for standardized scenic spot ticket prices and promotion of a cultural innovation sector, in an attempt to guide settlement of tourism projects, boost reform and innovation and encourage the growth of companies. To date, Shenyang has 113 tourism projects under construction, with investment of 77 billion yuan ($12 billion). They have been listed in the national, provincial and municipal tourism project libraries.
The city also took the lead in setting up tourism circuit courts, marking progress in solving tourism disputes and building a comprehensive management system for the tourism market. With the establishment of such courts, especially those set up in scenic areas, tourism disputes can be solved promptly and efficiently to ensure the legitimate rights and interests of tourists, as well as to create a healthy, standardized and orderly tourism market in the city.
Moreover, Shenyang has taken measures to improve tourism infrastructure, including transportation at tourist attractions, toilets and scenic spot logos. In the past three years, 84.14 million yuan was put into the building and renovation of 422 high-standard toilets at tourist attractions.
These efforts also included government support in policies, public services and various activities, including the distribution of free entrance tickets, helping the city’s tourism sector get off to a flying start in the first quarter of 2018. During the ice and snow festival this year, Shenyang welcomed 28.32 million tourists, garnering revenue of 7.32 billion yuan, up 82.1 percent and 204.87 percent. In the May Day holiday, major scenic spots in Shenyang attracted 2.41 million visitors, generating revenue of 58.32 million yuan, a year-on-year increase of 15.5 percent and 27 percent.
